As a new form of anti-corruption, network anti-corruption had become more andmore vitality in the fields of anti-corruption by its unique operation mode. The mainpurpose of this study is to promote the network anti-corruption as a routine, effectiveanti-corruption tool by demonstrating the feasibility and necessity of the networkanti-corruption’s implementation and building the network anti-corruption system withChinese characteristics and proposing the advices on its implementation. This study usesthe literature analysis, comparative analysis, normative analysis, combining withempirical analysis, and theoretical and practical significance.Firstly, it summed up the relevant results of the domestic and international researchon network anti-corruption. Then, it described related theories, such as the concept ofnetwork anti-corruption, governance theory, public space theory, asymmetric informationtheory and game theory in-depth and all these laid the foundation for this paper.Secondly, on the basic of the foreign network status of anti-corruption managementand the ideas of the four generations of leaders on anti-corruption, it analyzed the currentsituation, difficulties and trends of China’s network anti-corruption, which provided thesome ideas for this paper.Thirdly, this paper in the view of policy, technical and economic, this paper analyz-ed the feasibility of the implementation of anti-corruption system with Chinese charac-teristics. Then this paper introduced the information economics and game theory, andbuilt the game model of network anti-corruption, and assumed the model factors. Theconclusion of the game model told us: we must focus on three important aspects, networkmonitoring, network management and network services during the process of buildingthe network anti-corruption system. As a result, this paper presented the mode of “3+3″ tobuild network anti-corruption system with Chinese characteristics, which namely “thenetwork plus supervision” to strengthen the public supervision;”network plus services”to guarantee the right to know of citizen;”network plus management” to promote the executive power’s visualization. Combining with the achievements achieved by the pilotto verify this system, thus to improve our clean government system.Finally, in the view of systematic, exploratory, adaptability, effectiveness, crucialand authoritative, this article put forward the supporting measures on network anti-corruption systematically.
